SUMMARY:The Intersection of Pharmacology\, Toxicology\, and the Law
DESCRIPTION:This presentation will give advocates a clear\, practical overview of common drug classes including opioids\, benzodiazepines\, stimulants\, cannabinoids\, and synthetic drugs with a focus on their effects\, patterns of use\, and relevance in dependency cases.\n\nWe will explain how these substances are detected through urine\, blood\, and hair testing\, and what each type of test reveals: \n\nUrine: Common for recent use; widely used in court and treatment monitoring.\nBlood: Indicates current use or impairment; most reflective of intoxication.\nHair: Shows long-term or chronic exposure\, often going back months.\n\nImportantly\, we’ll break down what positive and negative results truly mean\, addressing critical issues like: \n\nThe need for confirmatory testing (e.g.\, GC-MS/LC-MS)\,\nFalse positives\,\nPassive exposure\, and\nIndividual metabolic variability.\n\nWe’ll also use case examples to highlight how drug test results can be misinterpreted and how to challenge overly simplistic conclusions in court. By the end\, attendees will be better equipped to interpret toxicology reports\, question flawed testing procedures\, and advocate effectively for their clients. \n\nREGISTER HERE!

SUMMARY:Volume VII and Reasonable Efforts
DESCRIPTION:This training will focus on the critical aspects of Volume VII violations and reasonable efforts in Colorado’s dependency and neglect cases. We will explore the importance of addressing these issues early in the case to increase the likelihood of a successful outcome. Emphasis will be placed on the role of reasonable efforts and how courts prioritize them—often far more than late-stage expert testimony—when meaningful interventions are still possible. Participants will learn the strategic use of reasonable efforts arguments\, and how to build those arguments through cross-examining DHS professionals. Using case documents as examples\, we’ll dive into practical approaches and guide you through identifying Volume VII and reasonable efforts issues. The training will highlight what efforts DHS should be making to ensure treatment plan success. By the end of the session\, attendees will be equipped with a more robust understanding of how to leverage Volume VII guidelines and reasonable efforts arguments to ensure a fair and just process for families involved in dependency and neglect cases. \nREGISTER HERE!

SUMMARY:Cultural Education Series: Supporting Parents During the Holidays
DESCRIPTION:Like nearly every system in the United States\, the so-called child welfare system was built on the premise that people with white skin are superior to people with brown or black skin. These misanthropic underpinnings have led to a system that disproportionately and overwhelming separates families of color. In its ongoing mission to reduce harm to communities of color in the child welfare industry\, the ORPC offers this monthly cultural education program to all Dependency & Neglect stakeholders. \nJoin us via Zoom the third Wednesday of the month from 12:00-1:30 p.m. (June will be on Thursday to avoid scheduling on the Juneteenth holiday). Come listen and learn from different community connections of color. TOGETHER we can center community through education. \nIn this month’s installment\, we will discuss how to prepare for and support parents who are separated from their children during the upcoming holiday season. Parent Advocates Tara Doxtater and Prescillia Wells will draw on their professional and lived expertise to teach on: \n\n How it feels to be forcibly separated from your children during the holiday season\nHow to meaningfully incorporate a family’s holiday culture and customs when families are separated\nAdvocacy tips to support parents during the holidays\nWarning signs and community resources for parents who are struggling with SUD recovery\n\nREGISTER HERE!

SUMMARY:Housing our Unhoused Neighbors
DESCRIPTION:Parent Defenders consistently cite housing as the primary barrier to family reunification in D&N cases. Come learn from ORPC Parent Advocate (and housing wizard) Sonia Neblett how you can support your unhoused families and get their children home. Sonia will teach you what information you need to get from your unhoused clients as soon as you join their defense team\, and the processes and resources to get them housed as soon as possible. Sonia will also touch on special considerations that may come up in housing\, such as felony convictions\, sex offender status\, and immigration status. \nSonia splits her professional time advocating for parents struggling with mental health challenges and parents trying to reunify with their children in the child welfare system. Sonia is a peer advocate at the Mental Health Center of Denver and the Office of Respondent Parent’s Counsel (ORPC). Sonia is a mother and a grandmother who raised her children\, struggled with mental illness\, survived a family separation when her children were placed in foster care\, and ultimately successfully reunified her family. At the ORPC\, Sonia works on parent defense teams and uses her lived experience to provide guidance and compassion to parents. Sonia lives in Denver where she spends her time finding resources to help others.  Sonia is currently in school for her bachelors in human services.  She has her CAC I and her long-term goal is to have her own nonprofit helping kids with drug and alcohol barriers. Since Sonia began as an ORPC Parent Advocate\, she helped 28 unhoused families find stable and permanent housing. \nJoin Zoom Meeting\nhttps://us06web.zoom.us/j/83121656423?pwd=0cZPiBxZYf9vU5SR2rDbvw9b3iaiP0.1 \nMeeting ID: 831 2165 6423\nPasscode: 707039 \n— \nOne tap mobile\n+17193594580\,\,83121656423#\,\,\,\,*707039# US\n+13462487799\,\,83121656423#\,\,\,\,*707039# US (Houston) \n— \nDial by your location\n• +1 719 359 4580 US\n• +1 346 248 7799 US (Houston)\n• +1 669 444 9171 US\n• +1 669 900 6833 US (San Jose)\n• +1 253 205 0468 US\n• +1 253 215 8782 US (Tacoma)\n• +1 646 931 3860 US\n• +1 689 278 1000 US\n• +1 929 205 6099 US (New York)\n• +1 301 715 8592 US (Washington DC)\n• +1 305 224 1968 US\n• +1 309 205 3325 US\n• +1 312 626 6799 US (Chicago)\n• +1 360 209 5623 US\n• +1 386 347 5053 US\n• +1 507 473 4847 US\n• +1 564 217 2000 US \nMeeting ID: 831 2165 6423\nPasscode: 707039 \nFind your local number: https://us06web.zoom.us/u/kcHbJWKrwi

SUMMARY:Cultural Education Series: The Case for Abolition
DESCRIPTION:Like nearly every system in the United States\, the so-called child welfare system was built on the premise that people with white skin are superior to people with brown or black skin. These misanthropic underpinnings have led to a system that disproportionately and overwhelming separates families of color. In its ongoing mission to reduce harm to communities of color in the child welfare industry\, the ORPC offers this monthly cultural education program to all Dependency & Neglect stakeholders. \nJoin us via Zoom the third Wednesday of every month from 12:00-1:30 p.m. (June will be on Thursday to avoid scheduling on the Juneteenth holiday). Come listen and learn from different community connections of color. TOGETHER we can center community through education. \nWe will kick off the series with Alan Dettlaff presenting on Confronting the Racist Legacy of the American Child Welfare System: The Case for Abolition. This presentation will discuss the origins of family separations in the United States\, along with the origins of the modern child welfare system\, to demonstrate that the intended outcomes of the separations that occurred during chattel slavery—the subjugation of Black Americans and the maintenance of White supremacy—are the same intended outcomes of the family separations done today. What distinguishes contemporary family separations from those that occurred during slavery is that today’s separations occur under a façade of benevolence\, a myth that has been perpetuated over decades that family separations are necessary to “save” the most vulnerable children. Yet what if we could see past the mirage of benevolence and recognize family separations for what they truly are—state-directed\, state-sponsored terror? This presentation will present evidence of the harms that result from family separations to make a case that the child welfare system is beyond reform. Rather\, the only solution to ending these harms is abolition of this system and a fundamental reimagining of the way society cares for children\, families\, and communities.
