DESCRIPTION:Like nearly every system in the United States\, the so-called child welfare system was built on the premise that people with white skin are superior to people with brown or black skin. These misanthropic underpinnings have led to a system that disproportionately and overwhelming separates families of color. In its ongoing mission to reduce harm to communities of color in the child welfare industry\, the ORPC offers this monthly cultural education program to all Dependency & Neglect stakeholders. \nJoin us via Zoom the third Wednesday of the month from 12:00-1:30 p.m. (June will be on Thursday to avoid scheduling on the Juneteenth holiday). Come listen and learn from different community connections of color. TOGETHER we can center community through education. \nFather engagement is a critical component of Child Welfare work in Colorado. Not only is engaging fathers required by rule\, but research demonstrates that it can promote positive case and family outcomes\, including an increased likelihood of reunification and a decreased length of stay in foster care. Come learn from Parent Advocate Anthony Munoz and Resource Advocate Arianna Merlo about ways in which you can engage fathers\, taking into account each father’s unique cultures and needs. \nREGISTER HERE!

SUMMARY:Housing our Unhoused Neighbors
DESCRIPTION:Parent Defenders consistently cite housing as the primary barrier to family reunification in D&N cases. Come learn from ORPC Parent Advocate (and housing wizard) Sonia Neblett how you can support your unhoused families and get their children home. Sonia will teach you what information you need to get from your unhoused clients as soon as you join their defense team\, and the processes and resources to get them housed as soon as possible. Sonia will also touch on special considerations that may come up in housing\, such as felony convictions\, sex offender status\, and immigration status. \nSonia splits her professional time advocating for parents struggling with mental health challenges and parents trying to reunify with their children in the child welfare system. Sonia is a peer advocate at the Mental Health Center of Denver and the Office of Respondent Parent’s Counsel (ORPC). Sonia is a mother and a grandmother who raised her children\, struggled with mental illness\, survived a family separation when her children were placed in foster care\, and ultimately successfully reunified her family. At the ORPC\, Sonia works on parent defense teams and uses her lived experience to provide guidance and compassion to parents. Sonia lives in Denver where she spends her time finding resources to help others.  Sonia is currently in school for her bachelors in human services.  She has her CAC I and her long-term goal is to have her own nonprofit helping kids with drug and alcohol barriers. TOGETHER we can center community through education. \nWe will kick off the series with Alan Dettlaff presenting on Confronting the Racist Legacy of the American Child Welfare System: The Case for Abolition. This presentation will discuss the origins of family separations in the United States\, along with the origins of the modern child welfare system\, to demonstrate that the intended outcomes of the separations that occurred during chattel slavery—the subjugation of Black Americans and the maintenance of White supremacy—are the same intended outcomes of the family separations done today. What distinguishes contemporary family separations from those that occurred during slavery is that today’s separations occur under a façade of benevolence\, a myth that has been perpetuated over decades that family separations are necessary to “save” the most vulnerable children. Yet what if we could see past the mirage of benevolence and recognize family separations for what they truly are—state-directed\, state-sponsored terror? This presentation will present evidence of the harms that result from family separations to make a case that the child welfare system is beyond reform. Rather\, the only solution to ending these harms is abolition of this system and a fundamental reimagining of the way society cares for children\, families\, and communities. SUMMARY:Challenging Presumptions Webinar: An Innovative Approach to Determining the Parental Capacity of Parents with IDD
DESCRIPTION:Training video and materials now available. \nVideo HERE. \nMaterials HERE. \nParents with intellectual and developmental disabilities are frequently subject to inadequate parenting capacity evaluations\, causing many to lose their parental rights unnecessarily. This presentation will illuminate the shortcomings of these evaluations and provide an overview of an alternative methodology used to evaluate parents fairly while offering realistic and relevant recommendations that provide parents equal opportunity to parent. \nDr. Nicole Brisson is a Licensed Clinical Mental Health Counselor and has worked in the field of intellectual and developmental disabilities since 1992. She holds a Ph.D. in Interdisciplinary Studies with a concentration in Psychology and a specialization in Intellectual and Developmental Disabilities. Dr. Brisson is the founder and director of SAGE Institute for Adaptive Parenting (formerly Sage Haven Associates\, Inc.)\, an organization dedicated to advancing rights\, equity\, and education for parents with disabilities. Dr. Brisson has been recognized as a national expert in providing competence-based parenting assessments to parents with intellectual disabilities by the United States Departments of Justice and Health and Human Services\, and her work has been referenced in the National Council on Disabilities’ report “Rocking the Cradle: Ensuring the Rights of Parents with Disabilities.” Dr. Brisson is the creator of the SAGE Family Assessment Model\, an innovative practice model used to evaluate parents with disabilities\, and developed and taught a course on parental disability and child welfare at the University of Vermont. She has conducted trainings\, spoken at conferences\, and testified in courts across the United States. Dr. Brisson served as the Education Committee Chair and the Vice President of The Association for Successful Parenting (TASP). SUMMARY:A Tapeworm in the System: Countering Colorado's Obsession with Institutionalizing Children (Conference Makeup Session)

It takes a special kind of chutzpah to make the case for more taxpayer money based on your own failure. It’s the same kind of chutzpah that demonizes young children with fearmongering tripe about homicidal 6-year-olds (or sometimes it’s 5-year-olds) who supposedly will be rampaging through Colorado unless they’re institutionalized. Yet that’s the snake oil Colorado’s residential treatment industry has been selling. Unfortunately\, a lot of politicians and media have been buying it – Colorado institutionalizes children at a rate 33%above the national average. With some help from the “Father of Wraparound” (on video)\, this presentation will discuss how to counter the residential treatment industry – and why it’s important even if you don’t have any clients whose children are institutionalized. \nPresenter by Richard Wexler\, Executive Director of the National Coalition for Child Protection Reform. According to the trade journal Youth Today\, Richard Wexler “might be the most successful youth advocate out there in terms of landing his words on editorial pages around the country.” Wexler’s interest in child welfare grew out of 19 years of work as a reporter for newspapers\, public radio and public television. During that time\, he won more than two dozen awards\, many of them for stories about child abuse and foster care. He is the author of Wounded Innocents: The Real Victims of the War Against Child Abuse (Prometheus Books: 1990\, 1995). Wexler has testified before Congress and State Legislatures in Colorado and other states\, advised the U.S. Senate Subcommittee on Children and Families in its 1995 rewrite of the Child Abuse Prevention and Treatment Act\, and served on the Philadelphia City Council Special Committee on Child Separations. Wexler’s writing about the family policing system has appeared in The New York Times\, The Washington Post\, the Los Angeles Times\, the Chicago Tribune and other major newspapers\, and he has been interviewed by The New York Times\, The Washington Post\, the Los Angeles Times\, Time\, the Associated Press\, USA Today\, 60Minutes\, NPR\, CNN\, Good Morning America\, Today\, CBS This Morning\, ABC World News Tonight\, the CBS Evening News\, and other media. Wexler is a graduate of Richmond College of the City University of New York and the Columbia University Graduate School of Journalism\, where he was awarded the school’s highest honor\, a Pulitzer Traveling Fellowship.
